Open Call for Proposals

The U.S. Embassy in Uruguay, through the Alianza Cultural Uruguay–Estados Unidos, invites you to submit proposals for a new edition of the U.S. Embassy Fund aimed at supporting initiatives that advance the shared interests of the U.S. and Uruguay.

The Embassy seeks projects that promote democratic stability, regional security, and economic growth, strengthen bilateral cooperation, and align with U.S. foreign policy strategic priorities.

  • Minimum per proyect: USD 20.000 

  • Maximum per proyect: USD 50.000 

  • Available funding: USD 150,000 


Application deadline: Friday, May 2, 2025, 11:59 PM (Uruguay time)

Project execution period: From July 2025 to July 2026

Focus Areas of the Call

We invite project proposals in the following strategic areas:


1. Economic Prosperity

• Initiatives that drive economic prosperity, trade, U.S. investment, and economic growth

• Programs that promote economic resilience and foster trade relations while mitigating risks associated with unfair practices

• Programs that address the root causes of migration by enhancing workforce training and skill development in strategic sectors

• STEM training programs that advance technology development, artificial intelligence, big data, and robotics


2. Democracy and Leadership Exchanges

• Programs that leverage U.S. strengths through a focus on democratic values and civic participation

• Initiatives promoting media independence, access to reliable information, and resistance to harmful propaganda

• Initiatives that reinforce free-market principles and economic growth

• Exchange activities with U.S. institutions and experts promoting academic and professional excellence


3. Security and Safety

• Projects that strengthen local security capacity by combatting transnational criminal organizations, money laundering, and/or trafficking in persons

• Activities that reinforce justice, transparency, accountability, and freedom of expression

• Cybersecurity projects and critical infrastructure protection

Examples of Eligible Projects

• An exchange to the U.S. for Uruguayan leaders looking to, for example, enhance local security and justice capacity, aligned with U.S. interests

• A workshop that brings U.S. expert(s) to Uruguay for a conference on, for example, technology entrepreneurship, international trade and U.S. market access

• A trade mission for up-and-coming business leaders looking to invest in the U.S.

• A forum with a U.S. component on, for example, democracy and disinformation resilience

• A teacher training with a U.S. expert in innovative methodologies such as, for example, project-based learning, STEAM (Science, Technology, Engineering, Arts, and Mathematics), or AI in education

• A training for security or law enforcement professionals on, for example, promoting the safe and ethical use of technology with the help of experts from the U.S.

• An exchange of professionals to the U.S. or from the U.S. that promote democratic values and support the U.S. creative economy through, for example, cultural programming

• A U.S.-developed training program for young leaders in, for example, economics, entrepreneurship, democracy, and economic development

Note: All projects must include a clear U.S. component, whether through expert participation or collaboration with U.S. institutions or entities.

Ineligible Activities:
• Exchange scholarships for English language studies

• Partisan political activities

• Research without practical application

• Purchase of furniture, vehicles, or construction

• Exchanges with countries other than the U.S.

• Religious activities

• Travel or participation in conferences and seminars for personal benefit


Selection and Fund Allocation Process

A panel composed of members from the U.S. Embassy and the Alianza will evaluate proposals based on the following criteria:

  • Impact and strategic alignment: Contribution to economic prosperity, security, and democratic stability

  • Feasibility and sustainability: Realistic action plan and measurable outcomes

  • Clear U.S. component: Expert participation or collaboration with U.S. institutions or entities

  • Monitoring and evaluation: Clear methods to track progress and assess results

  • Efficient use of resources: Realistic and detailed budget as specified in the application form


IMPORTANT:

  • Additional information or modifications to the submitted proposal may be requested.

  • A lower amount than requested may be granted.

  • Up to 20% of the fund may be retained until final reports are submitted.

  • Funds will be managed exclusively by the recipient organization.

  • Disbursements will be made through the Alianza in U.S. dollars or their equivalent in Uruguayan pesos to the applying organization. No payments will be made to other providers.


Conditions and Requirements:

  • The Alianza participates as a partner organization responsible for managing funding and monitoring the implementation of selected projects. 

  • Pre-selected organizations must have a valid UEI registration number (managed at www.sam.gov, free registration) to receive funds.

  • For-profit companies and entities are NOT eligible.

  • Applicants must sign the Terms and Conditions before starting their project.

  • Projects must include Embassy logos and acknowledgments in their outreach materials and social media postings.

  • Periodic reports on project progress and fund usage will be required. Disbursements will be subject to these reports.

IMPORTANT: 

When submitting the application, organizations must have a valid UEI (Unique Entity Identifier) provided by www.sam.gov.

  • Registration as an entity in SAM.gov is not required, only the UEI number.

  • Registration is free. 


Individuals do not need to obtain a UEI number to apply for this call for proposals.

For-profit and/or commercial entities are NOT eligible, and their applications will not be considered by the Agreement Review Committee.
